Bruce Plaxen has been on the Board of Governors for the Maryland Association for Justice (formerly the Maryland Trial Lawyers Association) since 1993 and has chaired almost every committee and held every office, including President of MAJ (2001-2002). He is the former Chairman of the Maryland Association for Justice Political Action Committee (2001-2016 and 2018-2021), and during that time, he worked closely with their lobbyist and legislative committee in Annapolis to ensure that the rights of victims are protected. MemberPersonal Injury Law
10211 Wincopin Circle, Suite 620, Columbia, MD 21044
David A. Muncy joined Plaxen Adler Muncy, P.A. upon graduation from law school in 2012 and was made a partner in the firm in 2017. While in law school, David worked for both plaintiffs’ personal injury firms and an insurance defense firm, and after working on both sides he decided he would much rather fight for the compensation of injured people than defend insurance companies. In law school, David served on the Executive Board of the University of Baltimore Law Review, competed on the Robert Wagner Moot Court Team, and was selected by his fellow students to represent them on the Dean Search Committee that selected the law school’s current dean. David also represented indigent criminal defendants as a Rule 16 Public Defender in Baltimore City District Court. David graduated from the University of Maryland College Park in 2009 and graduated from the University of Baltimore School of Law in 2012 magna cum laude. He was inducted into the Heuisler Honor Society, a distinction reserved for those graduating in the top ten percent of their class. In 2018, David was elected to the office of Parliamentarian for the Maryland Association for Justice (MAJ), the youngest attorney in Maryland to ever hold an elected Officer position within the organization. He served as Secretary, Treasurer, and President-Elect before being elevated to President. In 2023, David was elected President of MAJ. He sits on the MAJ Board of Governors and previously was the Co-Chair of the Young Lawyers Division, the Membership Committee, and the Auto Negligence Section. He has also testified before the Maryland General Assembly on bills affecting injured victims' rights. David is also a member of the American Association for Justice and attends several continuing legal education programs around the country each year to become a better trial lawyer. He also was previously the Co-Chair of the Howard County Bar Association’s Young Lawyer’s Division.

Elan B. Rafael
Distinguished LawyerPersonal Injury Law
3604 Eastern Ave suite 100, Baltimore, MD 21224, USA
Since 2003, I have worked for thousands of clients against insurance companies who don't want to properly compensate injured people after being hurt in a car accident, or those from slip and falls, dog bites and other things that often leave people in dire situations, and I've protected my clients from over-reaching authorities, police and prosecutors, who seemingly want to put everyone in jail. Whether seeking money or a "not guilty" verdict, everyone deserves the best possible representation. Aside from me having this mindset, in practice it is critical, because I have seen first-hand, over and over, that insurance companies don't care about injured people, and legal authorities often overstretch and abuse their power. I get up every day to make things right. My legal career began working for the Office of the Public Defender, and I was trained by some amazing trial attorneys. As a public defender, I successfully represented thousands of people in all types of criminal cases from DUI to First Degree Murder. Soon after my work with the Public Defender's office, I was hired by a large firm and "thrown into" personal injury work. I got hooked. What insurers do to people is disgusting, and I relished every victory, from helping with a car repair to getting a settlement or verdict often multiples of the insurer's "top and final" lousy pre-trial settlement offer. If you have been injured, or if you are faced with a drinking and driving charge, I will provide aggressive representation. I know what it means to have an insurer demean you, belittle you and treat you as if you were the wrongdoer. I also know that in a criminal or alcohol-related situation, if you are convicted, you could go to jail, have to pay large fines, you could lose your driver's license and maybe then even lose your job. Each of my clients receives personalized, caring and responsive service. I provide cost-effective, experienced and aggressive representation from initial consultation to final resolution of your case.
