Peter was born in Springfield, Illinois on February 19, 1969. Peter grew up in Springfield and attended Springfield High School. He received his Bachelor of Arts in Political Science from Bradley University in Peoria, Illinois in 1992 and his law degree in 1997 from Southern Illinois University in Carbondale, Illinois.
