Phillip Sparks is an attorney licensed to practice law in the State of California. He grew up in Southern California and obtained his undergraduate degree from the University of California, Los Angeles. Mr. Spears is a 1972 graduate of the University of South Carolina where he served as Vice President of the Student Body in 1970 and President of the Student Body in 1971. After graduation, he served as an administrative assistant to President Thomas F. Jones and helped develop South Carolina’s second medical school in Columbia, S.C. He entered the University of South Carolina School of Law in 1974 and graduated in 1977 after which he was admitted to practice in all South Carolina state courts as well as the Federal District Courts of South Carolina, the 4th Circuit Court of Appeals and the Supreme Court of The United States of America.
